Yana Simutina is a Senior Research Fellow at the Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine. She completed her PhD in Law in 2007 and earned a second doctoral degree in 2019.

As a national consultant, she has contributed to Council of Europe, ILO and World Bank projects aimed at supporting the reform of labour laws in Ukraine and aligning them with international standards. She has also served on the Scientific Advisory Council of the Supreme Court. She was awarded a fellowship from the British Academy and, from 2022 to 2025, held a visiting professorship at the University of Bristol Law School.

Simutina’s recent publications focus on the impact of wartime measures on labour rights and the interaction between national labour law and international standards in the context of EU integration. Her publications include chapters in the monographs Labour Law and Social Security Law in Central and Eastern Europe: 20 Years of EU Membership (Springer), and Restrictions on the Right to Strike: International Law and National Laws in Europe (Kluwer), as well as articles in several international journals, including the International Journal of Comparative Labour Law and Industrial Relations and European Studies – The Review of European Law, Economics and Politics.

At SCAS, she will examine the transformation of industrial relations and collective labour rights in Ukraine, with a particular focus on the proportionality of wartime restrictions and the challenges of ensuring fundamental labour rights for those outside standard forms of employment.
